Encourages the state group health insurance program to offer health insurance plans that include telehealth coverage for state employees, authorizes the Agency for Health Care Administration to pay for certain telehealth services as optional Medicaid services, and establishes practice standards of care for telehealth providers, among other components.

Allows Medi-Cal managed care plans to request alternative access standards, if they have exhausted all other reasonable options to obtain providers to meet either time and distance or timely access standards. It would allow telemedicine or e-visits as a means of alternative access standards.
